These messages alternate between artificial courtesy and chilling threats: “I had coffee with your mother today; her health is failing and she misses you dearly. I can arrange a video call with her, but of course, you know what you need to do…” or “Your grandmother is on her deathbed. If you want to see her one last time, you must take the next flight to Beijing, otherwise you won’t even be allowed to attend her funeral.”

This continuous cycle of harassment triggers severe guilt, panic disorders, and intense paranoia within the targeted individual. The refugee is left carrying the immense psychological burden of knowing that their loved ones are suffering back home solely because of their absence or activism.

5. Blackmail Mechanisms: Administrative and Financial Weapons

To paralyze targets and neutralize their freedom of movement, Beijing transforms its administrative, financial, and consular powers into weaponized tools of blackmail.

• Financial Encirclement: All domestic financial assets, real estate holdings, and savings belonging to the target are frozen. By cutting off international money transfers and blocking access to domestic resources, the state pushes the individual into economic destitution.

• Consular Blackmail: Overseas diplomatic missions, including embassies and consulates, function as extensions of the punitive state apparatus.
